4.b.i

The particulars of Organization, functions and duties

Power Engineers Training Society (PETS) was set up by the Govt. of India w.e.f. 1.1.1980 to function as a “National Apex Body” for meeting the needs of the Power Sector.  It was upgraded and renamed as National Power Training Institute (NPTI) w.e.f. 1.4.1993 and the then existing Thermal Power Training Personnel Training Institutes at Neyveli (Tamil Nadu), Durgapur (West Bengal), Badarpur (New Delhi) and Nagpur (Maharashtra) which were earlier transferred to PETS has also been renamed as Regional Power Training Institutes (RPTIs) as constituents of the NPTI.  The specialized Power System Training Institute (PSTI) and Hot Line Training Centre (HLTC), Bangalore of Central Electricity Authority were merged with NPTI w.e.f. 1.4.2002.  Two other Institutes i.e one in the North Eastern Region at Guwahati and other at Nangal were flagged off on 23.9.2003 respectively.

 

NPTI is well equipped with world class Hi-Tech infrastructural facilities for conducting different courses on technical as well as management subjects covering the needs of Thermal, Hydro and Nuclear Power Plants, Transmission and Distribution System and Energy related fields of the Indian Power and allied Energy sectors.  NPTI has vast Professional Expertise in the field of Training, Education and HRD in Power Sector with Industry Specific Technical Interface.  NPTI has also been in the forefront of the Power Industry in developing    Hi-Tech Training facilities such as Multimedia Computer Based Training (CBT) Centres and state-of-the-art Full-scope and Distributed Digital Control High Fidelity, High-quality, Real-Time Training Simulator.

 

 

4.b.ii

The powers and duties of its officers and employees

Secretary, Ministry of Power, Govt. of India is the Chairman of the Apex Body governing the Institute i.e. NPTI Governing Council.

 

Powers of the Chairman, Governing Council, NPTI

 

a)   Appointments of posts of Director General shall be made by the Chairmen; Provided) that appointment shall be made with the approval of the Government of India.

b) The Governing Council may be Resolution delegate to the Chairman such of its powers for the conduct of business as they may deem fit, subject to the condition that the action taken by the Chairman under the powers delegated by this rule shall be reported for confirmation at the next meeting of the Governing Council.

c)  The Chairman may, in writing, delegate such of his powers as may be necessary to the Vice-Chairman or the Director General.

d)  The Chairman shall have the authority to review periodically the work and progress of the Institute, to order enquiries into the affairs of the Institute, and to pass orders on the recommendations of the reviewing or enquiry committees.

 

Functions and Powers of the Director General, NPTI

 

a)  Director General as the Principal Executive Officer of the Institute shall be responsible for the proper administration of the affairs of the Institute under the direction and guidance of the Governing Council.

b)  Director General, shall in all matters under his charge, have powers similar to the powers of a Head of Department under the Govt. of India.  Also in all matters connected with the execution of works of the Institute, he shall have powers similar to powers of the Chief Engineer in Central Public Works Department.

c)   Director General shall have full financial powers of the Ministry as specified in Delegation of Financial Powers Rules, 1978 to authorize expenditure for the purposes of travel, transport etc. subject to the budgetary ceilings previously approved under various sub-heads and shall further be subject to the condition that all orders of economy and reappropriation issued by the Govt. of India are strictly observed.

d)  Director General shall prescribe the duties of all officers and staff of the Institute and shall exercise such supervision and disciplinary control as may be necessary subject to these rules and the bye-laws.

e) It shall be the duty of the Director General to co0ordinate and exercise general supervision and other activities under the Institute.

f)    The Director General shall exercise his powers under the direction, superintendence and control of the Chairman of the Institute.

 

Functions and Powers of the Principal Directors

 

a)  Principal Director as Head of the Institute shall  be responsible for the proper administration of the affairs of the concerned Regional Training Institute under the direction of Director General.

The procedure followed in the decision making process, including channels of supervision and accountability

 

Director General, NPTI has appointed Directors who advise him on matters relating to administration and finance.  The Directors examines the proposal placed before him and recommends execution based on the merit of the case.

 

4.b.iv

The norms set by it for the discharge of its functions

 

The Rules, Regulations and instructions of Govt. of India on service matters are followed in NPTI.

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions

Books of memorandum of Association, Rules and Regulations,  Bye Laws to regulate its functions are available.  The Institute was granted ISO 9001:2000 Certification with effect from 6.2.2003 by DNV, Norway duly accredited by the RvA, The Netherlands.  The Institute is also holding Certification of ISO 14001 form Det Norske Veritas (DNV), Norway (copies enclosed as Annexure ‘A’).

The Institute has brought out a Citizen Charter detailing the facilities available with it.  As per the guidelines of the Central Vigilance Commission, the Institute has appointed a Chief Vigilance Officer who is at the rank of Director.  The details giving name and contact address with phone number has been prominently displayed in all the Regional Institutes.

The pay scales of the employees of the Institute has been fixed in accordance with the prevailing equivalent pay scales in Govt. of India.  NPTI adopts from time to time all revisions in pay and allowances admissible as per Govt. of India. Details of remuneration being received by its officers & staff are enclosed at Annexure ‘C’.
